Contract Set-aside Eligibility

  • Reasonable expectation that at least two eligible and responsible 8(a) firms will submit offers

  • Award can be made at a fair market price; and

  • Less than $4 million for all other acquisitions.

8(a) Small Disadvantaged Business (SDB)
(Certified by Small Business Administration)

FAR 19.805-1(a)(2) establishes that a direct award to 8(a) firm may be made if:

  • Only one SDVOSB can satisfy the requirement (Note: This does not mean the only source, but refers to the only "SDVOSB" available),

  • The award will be less than $3 Million ($5.5 Million for manufacturing),

  • The SDVOSB is a responsible contractor (i.e., the SDVOSB can perform the contract), and

  • The price is reasonable.

FAR 19.1406 allows sole source awards to SDVOSB concern provided that:

Prime for Agency Specific Multi-Agency Contracts (MAC)

DoD/VA Hearing Center of Excellence (HCE Professional Administrative Support Services (PASS) #W81XWH-15-D-0013

The Department of Defense’s (DOD’s) Hearing Center of Excellence (HCE) was established to address and mitigate the magnitude of the auditory injuries made prevalent by war. The HCE has taken steps to meet the mandate by developing a patient registry capable of exchanging information with the Department of Veterans Affairs (VA), supporting internal and external research, and executing a new Comprehensive Hearing Health Program (CHHP) to address hearing hazards, hearing protection, monitoring, and education. Through the U.S. Army Medical Research Acquisition Activity (USAMRAA), the Professional Administrative Support Services (PASS) vehicle is an Indefinite Delivery Indefinite Quantity (IDIQ) contract that may be utilized within DoD or the VA, and which Knowesis has significant work supporting.

This IDIQ contract was developed to acquire professional research and program management support across a spectrum of capabilities that range from conducting, coordinating, and supporting research to providing analytics, business operations, information management and technology and a host of specific requirements within the research domains of U.S. Army Institute of Surgical Research (USAISR), U.S. Army Medical Research Institute of Chemical Defense (USAMRICD), the U.S. Army Public Health Center (APHC), and the Extremity Trauma and Amputation Center of Excellence (EACE).

SAMHSA is charged with reducing the impact of substance abuse and mental illness on America’s communities. SAMHSA pursues this mission at a time of significant change. Health reform has been enacted, bringing sweeping improvements in how the United States delivers, pays for, and monitors health care. The evidence base behind behavioral health prevention, treatment, and recovery services continues to grow and promises better outcomes for people with and at risk for mental and substance use disorders.  To support this mission, Knowesis was awarded an indefinite-delivery, indefinite-quantity (IDIQ) contract. Under this contract, Knowesis is able to bid on work at SAMHSA as an 8 (a) small business for Domain III, which covers policy analysis and program related projects.
